It exists because the standard regime for voids is periodic physical inspection, and almost everything that goes wrong in an empty building happens between visits.

Insurers rarely cover an empty building on the same terms as an occupied one. Void conditions typically require inspections at a stated frequency, water systems turned off or drained down, and minimum heating held through the winter, with cover at risk if the conditions are not kept. The commercial logic of monitoring follows directly: sensors give continuous, timestamped evidence of the state of the building between those inspections.
